Evidently they are warning you against cutting the wire, with scissors.
But isn't this obvious? Most people would know that if you cut the wire, it won't work, and those that don't almost certainly won't bother reading the little image taped to the wire.
Sadly, it's likely not trying to warn you that it needs an intact cable to function. More plausible is that Legal insisted that it be there so that no-one electrocuting themselves by cutting the cable can sue.

Yes, but they didn't warn you to not tie the cable around your neck and pull it tight.
Besides which that would be 5v or so on the "output" side, hardly enough to kill you.
They REALLY want to warn you not to do this.
The same label is already molded in the cover, next to the one telling you not to hold it under a running water tap.
But some people don't see black on black too well, so they opted to have the color label on the wire too.

If the person who cuts the cable is electrocuted, it can only increase the average value of IQ.
I think, by definition, the average IQ will always be 100, but I see where you are coming from. This is something to do with the Darwin awards, isn't it?

Although the average IQ differs from one country to another, each country's average IQ is always 100.
It would be interesting to see how those averages differ from one country to another. E.g. How would an American with 100 IQ fare in a British or Australian IQ test? Better, worse or the same?
The Darwin Award is for those who, by their own stupidity, have died without passing on their genes.
Therefore, mothers and fathers are not eligible.
