IIS Webserver communicating via COM14 port to arduino uno

Hey guys, I have some code, on the arduino, that turns an LED on pin 13 on or off, depending whether it gets a 1 or a 0 incoming on the serial port (COM14). I want to be able to turn it on or off from my tablet/smartphone etc, so I have an IIS webserver. My question is, how can I have a button on a webpage that can send a 1 or a 0 to COM14 on the webserver to turn it on?

HOW can I achieve this? I have no idea. Please, just help me.
EDIT: I have already made a VB.NET programme to do this but I want it on a webpage.
EDIT 2: Never mind, I found firmata. I will use that.
