I am planning to work on a project that implement some kind of sensor
that can scan text and then pronounce it as a mean of help blind people to read.
Can you suggest any camera or shield with this capability.

The Arduino is not a powerful enough processor to do that.
A Raspberry Pi may be able to do this.
I'm sure that when Kurzweil did that 40y ago his hardware was quite meagre.
The MSX home computer (>30 years ago) could do quite a bit with image manipulation, but it was pretty good at graphics overall. Also it had more memory than even a typical Arduino now (mine had 256 kB iirc, of which 128kB dedicated to graphics).
