How do you make an LED form a 38.5khz waveform? in Pbasic i would use Freqout, but either there is no arduino command and i need help or i just don't know it. Please help

I used a 74LS13 in a relaxation oscillator gated by one of the spare gate pins to modulate the IR. This uses only half the chip one R and one C. However I am not sure if you can get 74LS13s any more.
