optics is necessary for this kind of ranges
Possibly but note that IR is absorbed by glass and IR is not bent as far as visible light with any given lens also it is difficult to align optics when you can not see the beam.
Basically I would say you have no chance of achieving this with an LED and a Laser would be a better bet.
