I managed to get working an IR CHQ1838 with a Wemos D1 mini.
Sporadically only 1 bit of data is read and I need help finding out why.
Is this noise that is detected? Would a pullup or pulldown resistor help?

If you look at the data sheet schematic it show that the output is open collector collector preceded by a schmitt trigger. That tells me it is a digital output and you are getting the correct output, either a 1 or zero, it is not an analog signal. Expect to receive a carrier signal with the code imposed on it depending on what encoding method is used by the transmitter.

How have you got the sensor wired?
Can you please post a copy of your circuit, in CAD or a picture of a hand drawn circuit in jpg, png?
Hand drawn and photographed is perfectly acceptable.
Please include ALL hardware, component names and pin labels.
As @gilshultz has pointed out you will need a pullup resistor to bias the open collector output so you get reliable signals.
