Input current to atmega328p in order to output ~56 mA?

If I were the measure the current that an atmega328p draws running at 5V and not interacting with any inputs/outputs, then measure the current that it draws when outputting ~7 mA to 8 pins (total of ~56 mA), would the difference between the two measurements be ~56mA? Would it be close to 0? Or would it be somewhere in the middle? Thanks.
