If possible, I would recommend setting up a portable installation of the Arduino IDE on a Windows computer that does have an Internet connection, installing all the boards platforms and libraries you need, and then copy the entire installation folder over to the non-connected computer using the flash drive. The portable installation approach is not required, but it is convenient because everything will be in a single folder, and in fact you could make the installation on the flash drive itself so that you don't even need to manually copy anything from the connected computer to the flash drive.
