Have a look at this post. It describes where to find and manually edit the configuration file. That post is for the same problem downloading the most recent ESP32 package. Interesting that you are seeing it with the Renesas one as well.
The arduino-cli program first has to be downloaded and installed from here and then run from the command or powershell terminal. However, it is quite straightforward to simply edit the configuration file.
