An ancient laptop - with 64mb of ram, that's gotta be 15 years old minimum....
Either some linux distro, or windows XP? The IDE does still work on WinXP, and of course on linux.
That said, why do that to yourself? Much better used/refurb laptops are under $100, and the $50ish price point will still get you something better. Or a brand new low end one for a couple hundred... Unless you are severely economically constrained, and value your time very cheaply, you'd do better to score something better - not because you need it for Arduino (though I suspect compilation will be slow), but just because the cost of getting a better system is so low.
I'm a scrounge, and every weekend during the summer, I see and choose not to take free laptops from the dump that are 5 years newer than that one (I've found laptops from the electronics section of the dump are ~75% working, though usually in need of OS reinstall), and if I were to ask my friends if any of them have an old laptop they don't want, I would have several to choose from at any given time, probably for free.
I tried with xp and lubuntu. Doesn't work.
