While that project is perfectly possible I would advise you spend six months learning about the Arduino system before you begin to tackle this. It is quite a complex list of requirements. You will need a way to generate sound, a wave shield would be best.
The DTMF decoder would require a separate chip to be added, like this:-

Perhaps the most complex part is the getting of the caller number. I would have thought you needed a caller display system and that depends on the country you are in and what they use for it. In the UK you have to pay extra for this function to be turned on. Or are you considering a mobile phone?

i have already guided projects based on arduino using GSM shield, GPS shield and Finger print sensor
i may get the number thro GSM shield.i can use audacity to create wave files . may be DTMF circuit
to decode the number pressed. but i have to put every thing together.
can i use MICO shield? how far it will be helpful?

Sorry no idea about what they are, have you a link?
You can use that shield but it will take away pins you need for the other functions like the voice control and the audio output.
It looks like you need to properly design your system using port expander chips to get all the control pins you need.

Sorry I have no suggestions as to voice recognition shields as I think they are all poor.
Store numbers in variables. If you want them to persist over a power cycle then use EEPROM memory.
