I think the term you're wanting is internal oscillator.

You need to set the microcontroller's "fuses"--do you have an ISP programmer device?

If the atmega168 is empty (I mean no Arduino bootloader), then probably it is already set to work with the internal clock.

If you have taken the ATmega168 from your Arduino board then, yes, you will need an external 16MHz resonator or crystal.
