Interfacing Arduino with HTS4C502-20A controllers?

I have a series of LED's installed on a set of interconnected circuit boards that have been extracted from an old toy. The circuit layout and in fact even the shapes(!) of the circuit boards are just what I need for my first real Arduino project (in fact if the LED's were RGB instead of RG, I'd be 50% of the way there!)
The LED's have a pre-set flashing sequence that seems to be controlled from a pair of HTS4C502-20A controllers(?) installed on the main circuit board. I have searched in vain for data sheets for these controllers.
My question is, can I reprogramme these controllers to suit my own flashing sequence?
