IR and Time Stamp with Arduino Mini

I'm currently working on a project using the Arduino Mini by Sparkfun. I chose this chipset because it most replicated the Arduino UNO with the pinouts. Okay so I'm using IR signatures to turn on a group of blinking LED's using a high pin state. There are two groups of Blinking LED's, One red and the other green. So I have two states. RedState and GreenState. There are also two transmitters which emit IR. First turns on the GreenState from Transmitter A and second Prolongs GreenState's OnState. So a person walks up to transmitter A and the receiver begins flashing green upon receiving first signal. Then the person walks to another room where a second transmitter B (With proximity sensor) detects their presence and begins transmitting a signal which tells the GreenState to continue. This signal is called a "StatusState" The person will have approximately 5 minutes to find the "StatusState" for the GreenState to remain illuminated. If they don't receive this signal from Transmitter B then their GreenState will cease and the device will turn off waiting for another GreenState signal from Transmitter A. However if they receive a signal from Transmitter B before receiving Transmitter A then the device will flash Red until such time it receives a Transmitter A signal. The Transmitter A will turn off the RedState and turn on the GreenState and the 5 minute decay cycle to turn off or find Transmitter B signal for StatusState begins all over again.

I'm using the standard IRLibrary and 3 HEX codes which initialize each state. I'm not using a RTC or anything like that. Just standard delay and count. But I'm open to other ideas.
Any suggestions? LOL!

Any suggestions?

Regarding what? What is the problem?

Well, Okay maybe I didn't ask that correctly. the code layout seems pretty simple but I've made several attempts at it only to have constant peril trying to get the Arduino Mini to give me a constant GreenState when the IR is received. I've got it to work a few times but I was wondering if there are other chipsets that may be more preferable to accomplish the same task. Also it ate up a 9V in less than a day. I was hoping to get some fresh ideas. I'm new to the forum so perhaps I'm in the wrong place to ask this kind of question.
