I am trying locate a simple, very simple, IR remote switch that will work with any remote transmitter to power Arduino on and off. Is there anything easier than this? http://www.zen22142.zen.co.uk/Circuits/Interface/ir_switch.htm

You could use the fototransisor with a relay that will stay in its sate when electricity is disconected,

Example: fototransisor detects uv, power gose to relay. Relay allows power through, then when the fototransisor resives more uv, the relay snaps back and thus no more power
