Well I never said it would work with serial.
It is another type of Arduino, you can use any sort of Arduino that you are comfortable with, it doesn't have to be an ATtiny.
This sort of thing is often called a sub processor.
Yes you send what lights you want on to it and it sends the data to the LEDs.
