So beginner arduino user here, using arduino mega 2560. my question is. i'm using a RGB LED, to blink the red LED, ( with a resistor obviously) and it drew 7.78 mA. the chip got a bit warm, measured with a thermocouple i got like 30 degrees Celsius. is everything fine?

Is a bit of warmth normal for beginner circuitry?

Does the chip get cool/cold if the LED is removed from the output ?
