Is Arduino15 folder OS specific

Is the Arduino15 folder OS specific? Both in the sense Windows/Linux/MacOS, but is it also Windows version specific? This goes for both Windows 10 vs. Windows 11, but also for different versions of Windows 10/Windows 11, does that make a difference?

There is no difference between Windows 10 and Windows 11.
