Is Eagle the best?

Not a bad option, I use Eagle to draw schematics and circuit boards. It always keeps the schematic and the board "synchronized" so any component added to the schematic seems on the board. By the way, KiCad is also a good choice.

I don't see DesignSpark PCB mentioned here so I though t I would chip-in. I use it with a deal of success. I have to say my layouts are becoming simpler these days (mainly because of the high level of functional integration on chips and the low-cost availability of pre-built modules (and of course Arduino boards). Because of this, I use it to manually layout PCBs, to create gerber and excellon files. In past times it was all discrete components....
As mentioned by Ron_Blain, libraries always seem to be a challenge, and this is also the case with DesignSpark in my experience. Maybe its because I am not a pro user. However, I am able to build custom parts for older things like NIXI tubes and newer things like Pro Micro (no library exists AFAIK).
The learning curve is a little steep, but I have found that to be OK because the software seem very capable.

Without a direct comparison with Eagle or KiCad etc, I cannot recommend it per se, but I thought it was worth a mention. Given it's free also. I'd be interested to know if anyone has compared DesignSpark PCB with others.
