so what im asking is can it be possible that the part of l298 that runs motor1 forward might burnt and other parts of l298 inside stood still
Yes, quite possible.
The real question, though, is why did this happen? Did you measure the running and stall currents of the motor(s) being used in the car? Did they exceed (or come close to) the current capacity of the L298? Did you have a heatsink mounted on the L298?
I would go back and recheck your design - it may be that even with a proper design, the L298 is too small (in current switching capacity) of an h-bridge to use for this project...
