It's an odd question but probably yes. Power can be stored at a specific voltage, for example in batteries. A DC-DC converter can change the voltage as the stored power is used.

Yes. Use a step-up voltage regulator.
The current drawn by the device from the 5V power supply will be around three times the current output at 12V.
While there is no free lunch a boost converter will get you from 5,0 VDC to 12.0 VDC but it comes with a cost measured in power. A DC to DC boost converter is relatively inexpensive. Just decide what currents you need?

Yes, store it in batteries (perhaps Solar power to batteries), then boost converter to 12V.
Power in = power out - some inefficiency.
So 5V, 10AH battery = 12V, 4.167A x 85% efficient for example, so more like 3.54A available.
