MKR IoT Carrier
I saw a new board announced by Arduino but it doesn't say what connectivity it has.
Can someone please tell us whether this has 3G or is it just wifi, can you mount MKR1400 on it instead of its current board?

That's correct. This is a carrier board. It has female headers that are compatible with the Arduino MKR pinout. So you can choose which MKR board you want to use it with, then plug it right in to the MKR IoT Carrier:

While we will not be using any other boards in this kit, it can be interesting to see what features other boards come equipped with. The MKR family of boards share a common pinout, meaning that they can easily connect to the MKR IoT Carrier.
We can, for example, exchange our current Arduino MKR WiFi 1010 board to an Arduino MKR WAN 1310 (LoRa), Arduino MKR GSM 1400 (GSM) or Arduino MKR FOX 1200 (Sigfox). You can visit the MKR family page to find out more information.
The MKR IoT Carrier was originally released as part of the Arduino Oplà IoT Kit, which does inclue an Arduino MKR WiFi 1010:
So you can pick up the entire kit if you like. But the release of the carrier alone is useful for people who want another configuration than what is provided by the kit, or maybe you already own a MKR WiFi 1010 and don't need another (though I always like to have at least two of any Arduino board I'm working with just in case).
