Is my UNO R3 dead?

Yesterday i had a strange behaviour with my arduino.Since then my arduino fails to work and i get the following:
On board LED always on.
Power led On.
avrdude stk500_getsync() not in sync resp=0x30, when i try to upload a program by arduino IDE (COM3)
No sound signal from windows when i connect it via usb.
No response to RESET button.
Loop-back test failure.
No Ports option on Device Manager.

It seems that i ruin the arduino,right?Does it look like i have to buy another UNO R3 or a ATMEL 328 P?

Do you have any other equipment (Uno, Mega, Programmer, etc)?

The problem may be the 16u2 got zapped or corrupted.

No!I haven't got anything else. it seems that 16u2 fails.

The 16u2 could be recoverable, but it will need another programmer or Arduino. Got to love the chicken and the egg stuff.

did you input over 12 voltage on Arduino? it was happened to me before once since i am noob. i learned my lesson i don't know what happened excalty you did it... we were not there...
