Well just On Topic to say that first you should define what you mean by Arduino.
To me, Arduino is a whole system built around the IDE and having open source latitude as to the actual hardware used.
I get that silly idea from the Arduino.cc site in the early getting started and foundations sections (not to mention forum.arduino.cc) and the parts where it helps you to build your own stand-alone Duinos.
The main tie is what compiler and extensions you use, not the board.
So yeah, it's an Arduino maker kit. Some assembly required but not in the code, do that just for fun.
