I had bought a active air fan speed controller and it makes this fan hum when low rpm. I was told i need a different controller but not sure what.
Is there a way arduino can control it?
Id only need a preset off/1/2/3 (low/medium/high)

The picture does not tell us anything that is required to know to give good advice on controlling the fan. Need to know voltage, current, motor type at least.
Its a shaded pole single phase induction motor I bet - runs from standard mains. The speed control
is done by having multiple windings I think.
In general speed control of induction motors is not something you can do unless the motor is
rated for it, and is three-phase, and then you use a VFD
