i wonder how to communicate with arduino through the internet without shiled
or maybe some way to communicate in cheap way?

I believe an ESP8266 is a cheap option for WiFi.

The cheapest is, obviously, to connect the Arduino to your PC and let the PC connect to the internet.

A shield is just a convenient way of mounting electronic components. You need those extra components anyway so while you would not have a shield you would have the parts. However there are versions of the Arduino with those parts built into the board either in Wi-Fi or Ethernet capabilities.

The Ether-TEN has built-in ethernet. I don't know of any with WiFi on board but they probably exist. It will cost the same as buying an Arduino and a shield, since it's basically the identical component list either way.
