When I look at the information in your link I am more confused than ever.
As far as I can see the device is an RFID card reader that outputs data over a USB link to software on a PC.
In that context I don't understand what role you envisage for an Arduino.
There are lots of Forum Threads about using RFID readers that can easily interface with an Arduino.
