Getting factory original modules is critically important. Clones can cause all kinds of issues.
Use a 17 cm straight wire antenna instead of the curly ones.
Lower the baud rate on both modules.
I have found it's easiest to program them off line using a USB/TTL converter rather than through the Arduino.
