JTAG Functionality + Voltage

I am playing with the JTAG functionality with the H7 and Ethernet shield and am a bit confused by the JTAG.

Does the +3V3 pin provide voltage for the STLINK-V3SET programmer or does the programmer provide voltage over this pin?

When I plug in my programmer, the 3V3 pin goes to VBUS (5.3V) and the PMIC charge fault led flashes at 1Hz. What can even cause this by plugging in a programmer?

Regarding the JTAG, if im not wrong the STLINK-V3SET, does not output 3v3, it is an input (please double-check)
