I'm surprised to see no one understand what MAS3 is writing in response to your problem.
You discuss resistors and capacitors, while in effect this has NOTHING to do with the underlying problem.
The problem like MAS3 is describing it, because equipment is not grounded properly.
There can be significant current flowing between equipment that is not grounded - often enough to melt wires and give sparks.
