Just starting and need help

Are there any arduino boards that are hdmi compatible, and can work with a cellphone through an app? Thanks

What do you want to do?
HDMI infers some sort of video based code.
In which case you might be better looking at Raspberry Pi for your application.

Can you please tell us your electronics, programming, arduino, hardware experience?

Again I am very new to this. I am using flutter flow it is an app design website. I don’t know the code in which it runs off of. My hardware experience is only building desktop computers.I am trying to get a board that would operate a screen but also be able to be controlled by an app. Kind of like a smart TVs

And by operate I mean just produce an image that someone would want on the screen

You would be better off looking at Rasp Pi, image manipulation is more a higher level of computing.
Don't forget the UNO is only a 16MHz machine with relatively limited memory, have to check its specs?

Ask in the Rasp Pi forums, you would get a better outcome.

You could also look at Arduino IOT - you could build a GUI that you can access via the phone

By GUI do you mean an app on iOS?

Also on arduino website the two products I see as iot and sold out

A raspberry pi running something like kodi would be a good starting point, i guess?

Agreed. As others have said Raspberry Pi is the way to go. There are many premade options. Thy a Raspberry Pi forum. I'm sure you'll be in good shape in no time.
