How has it taken me so long to get around to this on??!!
The Sparkfun supplied "SpeakJet" interfaces with an Ardunio incredibly simply, and once you're up and running, the possibilities are vast.

from the picture on sparkfun it looks like someone rubbed out original IC markings and printed new ones on, my guess is that it is just a custom programmed uC
