L LED is constantly on and TX/RX when uploading is off, then I cant upload.

Basically what the title says, The board is an Arduino Uno R3. This is my first project. I am trying to upload a simple example from FastLEDs, called color palette. Just gives me an error saying

Have you selected the correct board?
Have you selected the correct USB port?

I have the correct board selected, it is selected under board: Arduino/Genuino Uno with Port COM3 Arduino/Genuino Uno and I have looked at the troubleshooting

Do you have things wired to the Uno?

No nothing is wired in besides the 9V power supply and the connecter that plugs into my computer

Did the Arduino ever work or has this just happened?

Have you done anything about those suggestions or just looked at them.

If so then I would suggest that your board is fried. Anything unusual happened to it?
