l293d ignors the vcc2

hi all!
i am using l293d chip to drive 2 motors connecting the vcc2 to 9v and having problem:
the chip ignors the vcc2 and vcc1 .when i remove them the motors steel working but slowly and after i move the wheels with my fingers. it worked before and now its not i cheacked the connections many times and all sit it place.
i would like for help .thanks

After reading the "How to get the best out of the forum" post, please follow the directions to post a hand drawn wiring diagram, showing how you put everything together. Also post a link to the motor product page. 9V block batteries are for smoke alarms, and cannot power motors.
