I am using L298n for controlling my 12-24V 755 DC motor
when L298n is connected to a 9V supply with jumper attached to it so red LED blinks
but when I do the same removing jumper the LED doesn't blink.
What could be the reason

Uh...... the jumper is required to allow the red LED to blink.
Seriously, please read the information you provided and imagine how someone here could possibly know what your issue might be.

Is your L298 module the same as the one in the picture?
If so, follow his schematic below.
See if it helps resolve your difficulty.
Note The jumper is not to be removed, it is to be moved.
