Large LED DOT Matrix Display

I would like to build a large LED DOT Matrix display.
Where there will around 10 rows and 3 columns.

The data will be updated from a computer.
Each row and columns should have the possibility to be updated independently.

Please suggest me how to plan the project.

Ummm. That's not so large.
You could drive 3x7 (21 pixels) with a single 8x8 (64 pixel) matrix driver chip e.g MAX7219)

Perhaps you need to explain a bit more.
