No. LCD screens are not programmable.
Micro-controllers are.
Not literally program the LCD screen, but simply display buttons that can be programmed to send a turn on or turn off command back to network switch.
Yes this is possible, but not a beginner project.
I started work on such a project back in May, but since then my Father has gone from ill to terminal and I have no time for it.
Just remember that the touch are of the screen and the screen pixels are not on the same grid (usually) and be ince to David Prentice on the display section of this site - he is a font of knowledge on these things
