i need a LED very bright. I want to have at least 3cd (= 3 lumen) of luminosity.
Is there any led with this luminosity and which can be powered on by arduino without external supply?

Without an LED driver no. Without external power supply yes.

Between what?
The arduino's output can only supply 30mA current from its pin. That is not enough for a high powered LED.
A driver will take in a small signal from the arduino and turn it into a large current to light up the LED
