Can I control an LED with my phone using a Node MCU without it being connected to the internet?
Meaning, can data transfer occur just by having the phone connect to the wifi signal from the Node MCU ? I don't know if I am explicit enough or not, please let me know.

I don't know the Node McU but You need a controller equipped with stuff that can communicate via Wifi. Note that Wifi is a short distance communication technic.
I see, but does that mean that I can just transfer data back and forth (between the Node MCU and the smartphone) without internet? I dont know if I am clear enough, but what I am trying to say is, does the node mcu need to be connected to the internet ? Can I just connect the phone to the node mcu and send data using the base address (192.168.1.1) or something like that??
Connection to Wifi, a short distance communication, and connection to the Internet, are two totally different matters.
I can't tell if the Node MCU is suitable or not but I do know that communication between a micro controller and a Wifi device is doable. Internet is not needed for Wifi communication.
