Led Matrix 8*8 1088BS with 2 NXP, how to use?

I don't know about anyone else, but I can't tell what the 16-pin chips are.
Looks like common Vcc, Gnd, CK (clock?), LE (latch enable?), then DIN on one side and DOUT on the other?
No current limit resistors in sight.
