would it be possible to use something like this to use as an led matrix for scrolling text etc

Theoretically, yes. Practically, no. You would need quite a lot of shift registers, a huge amount of wire, a large power supply, and an insane amount of code. Although if you had the components to build it and the time to code it, it would be possible. But it would probably take weeks, if not months, and cost hundreds, if not thousands, of dollars.

You haven't posted a link to the net, so it isn't clear whether individual LEDs in it can be addressed. I suspect not.

Chances are, there are only a handful of channels (one for each color). Not enough wires to make a matrix to display words or images I'm afraid.
