I would like to know if it is possible to write a program for arduino where a tune is played through a speaker/pitch sensor and LEDs flash. What I would like to know is: is it possible to code it so that when the tone goes higher the next LED lights up and when the tone goes lower the previous LED lights up?

Once you know the (frequency of the) tone, lighting the appropriate LEDs is trivial.
Learning the (frequency of the) tone is the hard part. How do you envision this happening?
