I'm trying to build a LCD screen that can accurately display the battery level of a Lithium Ion battery. Keep in mind this is for a elegoo V4 Smart Car battery and I want something compatable for that since charging takes up to 3 hours, and it is for a R3 board. How can I accomplish all of this?

It is an Arduino with a Motor Shield, some sensors, a motor driver and motors, but no battery charging circuit. Maybe a future version will have that.
Charging while discharging a battery would need a special circuit (for example, inside your laptop computer or inside your smart phone) - to avoid the charger supplying too much power to the circuit. Use an offline battery charger made for your battery.
