Library Manager Can't Update Libraries

Windows 10, Arduino IDE 1.8.3. Library manager has worked in the past. I got a pop up that updates are available to installed libraries. When I go to update, the process starts and the status bar shows "Downloading library: Downloaded 0kb of 16kb" and then hangs. I have to kill Java to close the IDE and restart.

Any suggestions? I've reinstalled, etc.

Does it happen no matter which library you try to update or is it only for one specific library?

Hi, I have got the same problem as well. Have already allowed the app through firewall, and re-installed arduino 1.8.3. Stuck at downloading both library and boards index.

Thanks Pert. I have tried removing all the files from Local/Arduino15 but I still met with the same error. Are there any other solutions?
