Library manager is unusable until BSPs finish, which is never as it's doing something else

Add this list of BSPs, http://espressif.github.io/arduino-esp32/package_esp32_index.json,https://adafruit.github.io/arduino-board-index/package_adafruit_index.json,https://arduino.esp8266.com/stable/package_esp8266com_index.json,https://github.com/earlephilhower/arduino-pico/releases/download/global/package_rp2040_index.json
Then restart and watch arduino ide die. It always hangs on the last BSP package irrespective of which package that is, it's clearly doing something else and makes this software unusable.

Having removed all BSPs, it now still gets stuck doing something with downloading an unlisted library file, and yet again gets stuck miles from the end of the percentage bar.

Hi @tyeth. Do you see any text in the black "Output" panel at the bottom of the Arduino IDE window while it is in this state? If yes, please post that text in a reply here.
