He just means that if you go for a smaller wheel, and the wheel's diameter is smaller than the motor's, the wheel won't touch the ground unless you put it at an angle.
Now i understand it thanks but i think i will not found any bottle cover who's diameter is smaller than the motors diameter but it is a great tip thanks.
i will take smaller bottle cover than these orange covers and test it again.
