I have built an led VA circuit with an LM386 op amp and LM 3915 bar/dot driver. All works well but the LED's are not bright enough. I have changed pots/resistors/voltage/led's, without success. Any ideas?
What circuit have you used?
The LM3915 is capable of delivering up to 30mA to an LED, what have you set it to?
30mA is more than most LEDs can take.

Don't just change things at random. Have you read the data sheet? You need to decide what current you want and then set the values accordingly.
Do you measure the current you have designed it for?
