I think you'll need power for the timer unless you want to modify a mechanical kitchen timer...
There are latching relays that can latch in either position and only require power when switching.
As far as I know time-delay relays use an electrical timer so they won't work without power. ...It's possible to make (or modify) a clock-spring mechanical timer but I don't know of any relay or electrical timer made like that. And, you wouldn't be saving power/energy because the energy would be consumed when you wind the clock-spring.

Am setting up a garage for a Robomow lawn mower and using an arduino to close the door. I have a micro switch that runs on 110v to tell when the mower comes home. When the mower is out a light in the house will tell me that is working. When it comes home the switch will start a power supply and the arduino will turn on a light then a camera and small air compressor then open a valve and let air control the door curtain.
What I want is to turn all power off after the cycle is complete, because the mower may not go out for as much as a week or more, so I need a relay on 110v that will turn off completely.
