I want to know where I can delete my account to these forums and the forums only. I do not wish to delete my account for the cloud.

Well, they didn't exactly ask for the account to be deleted, they just asked to know how to delete their account. Perhaps they were asking on behalf of someone else who didn't want to make themselves known...
Apparently you didn't read the post. That is exactly what they asked for:
They also expressed that they planned to delete their account in a post they made in their other topic:
I will be removing my account now.
They then discovered that the forum software doesn't allow self-deletion of established accounts, deleted that post, then came here to request assistance with the deletion.
