LS20031 GPS unable to start

I have a LS20031 10hz GPS, and I can't seem to get data from it.
The main problem is that the LED is always on and NOT flashing.
Gave the GPS module 3.2V (max 5.0V)

I am testing indoors 2m away from clear skies (if it helps)
How can I get this thing to get a fix?

Take it outside. GPS systems need to be able to see satellites. Satellites are in orbit around the earth, not in the ceiling of you house/dorm/apartment.
